INTRODUCTION TO HR WSQ

The Singapore Workforce Skills Qualifications (WSQ) is a robust and integrated Continuing Education and Training system developed by the SkillsFuture Singapore Agency (SSG -formerly Singapore Workforce Development Agency (WDA)). It is a national accreditation system that trains, develops, assesses and recognises workers for competencies which they need to stay employable.

In the area of human resource management, the Human Resource WSQ (HR WSQ) is designed to build industry competencies. Founded on best international practices and validated by industries and employers, the HR WSQ is designed to enable an individual to seek upgrading and career progression in a practical and flexible manner through bite-sized learning.

The HR WSQ system underpins skills formation of HR professionals and people managers and enables them to have greater access to training and the attainment of nationally-recognised certifications. It facilitates skills and career progression for HR professionals and people managers.

Human Capital (Singapore) Pte Ltd (“HCS”) is the national Continuing Education and Training (CET) centre that conducts the HR WSQ competency-based training programmes, and is registered with the Council for Private Education (CPE) under the Enhanced Registration Framework (ERF) for its WSQ diploma and certification programmes.

We train and develop people managers so that they can re-design critical HR processes, identify and build necessary competencies, and deploy the best HR practices to meet the increasing expectations of the industry.

Our students learn a lot compared to other similar courses which are mostly focused on examinations and not much on interaction. Trainees get to know people from different industries and are encouraged to have a more practical exchange of ideas from different companies and culture that relate more to real life. Through this the entire learning experience is more fruitful.

HCS is the first training provider to offer WSQ HR courses in Chinese to cater to Chinese-speaking managers and enterprise leaders.

HR WSQ Functional Areas

There are more than 100 HR WSQ courses which cover 8 functional areas and cater to various occupational levels and roles.

Entry Criteria

WSQ programmes have been designed to allow open access, meaning that entry to WSQ courses is based on relevant skills and knowledge, rather than formal qualifications. However admission into diploma programmes is still subject to HCS Academy Academic Board’s entry recommendations.

Generally, participants are expected to have at least a WPLN Level 5 or GCE N/O Level pass in English with a minimum grade of C6 or equivalent.

Prospective candidates should have a minimum bachelor’s degree in any discipline and at least 3 years of HR or people management experience OR Diploma holders with at least 5 years of HR or people management experience may also be accepted.

Managerial
(HR Managers and country heads of Training, Learning & Development)

Professional Diploma in Human Resources, Professional Diploma in Human Resources (HRM), Professional Diploma in Human Resources (HRD)

Prospective candidates should have a minimum bachelor’s degree in any discipline and at least 2 years of HR or people management experience
OR Diploma holders with at least 4 years of HR or people management experience may also be accepted.

Managerial
(HR supervisors/Specialists)

Advanced Certificate in Human Resources

Prospective candidates should have a minimum bachelor’s degree in any discipline with at least 1 year of of HR or people management experience
OR Diploma holders with at least 3 years of HR or people management experience may also be accepted
OR Applicants with WSQ Higher Certificate in HR with at least 3 years of HR or people management experience may also be accepted.

Operational (Administrators, Officers and Executives)

 

 

Higher Certificate in Human Resources Prospective candidates should have minimum 5 ‘O’ levels GCE passes including English OR Applicants with less than GCE 5 ‘O’ levels passes including English but have at least 3 years of HR or people management experience may also be accepted.

Entry requirements for Certified HR Professional Programmes: Prospective candidates should have a minimum diploma in any discipline and at least 3 years of HR or people management experience

Graduation / Course Completion

Upon successful completion of modular WSQ courses*, participants will be issued the nationally recognised Statements of Attainments (SOA) by SkillsFuture Singapore Agency (SSG). Higher Certificate, Advanced Certificate, Professional Diploma or Specialist Diploma will be awarded upon successful attainments of the required combination of core and elective units / SOAs.  

*successful completion of modular WSQ: trainees must have achieved at least 75% attendance and must have sat for and passed the competency assessments.

 

FAQs:

A competency-based programme differs from academic learning in that adult learners are certified based on having the right competencies (attitude, skills and knowledge) to perform and manage specific people management functions in their work.

Anyone with the relevant work skills, knowledge and experience and/or a diploma, degree or an equivalent academic qualification is eligible to enrol in the HR WSQ competency-based training programmes. Generally, participants are expected to have at leat WPLN Level 5 or GCE N/O Level pass in English with a minimum grade of C6 or equivalent.

The SkillsFuture Singapore Agency (SSG), together with its industry partners, has developed the Human Resource Workforce Skills Qualifications (HR WSQ) as a national HR competency framework for the continuing education and training of our local HR Professionals and People Managers.
