  • The Singapore Workforce Skills Qualifications (WSQ) is a robust and integrated Continuing Education and Training system developed by the Singapore Workforce Development Agency (WDA). It is a national credentialing system that trains, develops, assesses and recognises workers for competencies they need to stay employable.


    The Human Resource WSQ (HR WSQ) is designed to build industry competencies in HR. Founded on best international practices and validated by industries and employers, the HR WSQ sets a framework for people managers to be trained with the necessary HR skills and competencies in handling people matters.


    HCS is the national Continuing Education and Training (CET) centre that conducts the HR WSQ competency-based training programmes.


  • Currently there are 63 course modules under the HR WSQ framework covering key HR function areas. This will be expanded to 107 modules in 2011. Each module is conducted over 2 to 3 days. HCS also offers weekend and night classes. Participants will be awarded a Statement of Attainment (SOA) by WDA after successful completion of each course module


  • Absentee Payroll (AP) funding is a grant to help companies defray the manpower cost incurred when they send their employees for training during working hours. For more information on AP funding please refer to http://app2.wda.gov.sg/web/Contents/Contents.aspx?ContId=436.


  • The WTS encourages low wage workers to upgrade their skills through training, so that they can improve their employability and upgrade to better jobs. WTS also encourages employers to send their low wage workers for training. WTS is open to Singapore citizens aged 35 years and above, and who are earning up to $1,700 per month.

  • A SOA is awarded when the participant has successfully completed a module and has been certified competent in the assessment exercise. Participant will also need a minimum 75% attendance. HCS will contact successful trainees on the collection of SOAs within 8 - 10 weeks after the course.


  • Competency-based programme differs from academic learning in that adult learners are certified based on having the right competencies (attitude, skills and knowledge) to perform and manage specific people management functions in their work.


  • Anyone with the relevant work skills, knowledge and experience and/or a diploma, degree or an equivalent academic qualification is eligible to enrol in the HR WSQ competency-base training programmes.


  • Our course modules are conducted by practising HR professionals and experienced people managers who can relate to the participants and share their work experiences with them.


  • There are no examinations but assessments are conducted throughout the course. Some are written assessments while others are assignments and presentation. There will also be group or team discussions with presentation.


  • A Statement of Attainment is awarded to an individual who is certified competent in a module. Trainees can accumulate SOAs to qualify for a HR WSQ certificate or qualification.

    Besides seeking certification by functional areas, participants may also pursue a HR WSQ qualification. There are 8 HR WSQ qualifications corresponding to 4 different levels available for individuals who want to upgrade themselves to obtain a qualification. These range from a Level 5 WSQ Specialist Diploma in Human Capital Management to a Level 2 WSQ Higher Certificate in Human Resources.

  • HCS offers a continuing education opportunity for working adults to acquire competencies in people management skills and attain nationally recognised WDA accredited qualifications. These qualifications are awarded by WDA and recognised nationally. The programmes are designed according to the WSQ framework developed by WDA which ensures the standard and quality of the programme, the trainers and the awards.


  • The HR WSQ training programmes are highly subsidised for Singaporeans and Singapore Permanent Residents. After subsidy, the nett course fee for each module ranges from $220 to $420 depending on the level of the module.
