SPRING SINGAPORE / WDA HR CAPABILITY PACKAGE FOR SMEs




SIGNIFICANT CONTRIBUTION OF SMES IN OUR ECONOMY

The Singapore Department of Statistics' 2007 Report on the Profiles of Enterprises in Singapore reported that there were about 160,000 enterprises in 2007, of which 99% were SMEs. These SMEs contributed significantly to the Singapore economy, employing nearly six out of every ten workers and generating almost half of total enterprises' value-added.

Over the five-year period of 2003-2007, SMEs' share to all enterprises had remained around 99%. Their value-added contribution had increased steadily from 46% in 2003 to 49% in 2007, while their employment share had maintained at about 60%.

Non-SMEs, though making up less than 1% of all enterprises in the economy, provided jobs for the remaining 40% of total enterprises' workforce and contributed slightly more than half of total enterprises' value-added.

SMEs employ 60% of the workforce and one of the major challenges for SMEs is attracting, hiring, developing and retaining talents.

ASSISTANCE IN LEVELLING UP HR CAPABILITY IN SMES

SPRING Singapore (SPRING), in collaboration with Singapore Workforce Development Agency (WDA), embarked on a project that addresses the human resource capability gaps in SMEs. By enhancing their ability to effectively manage and develop their greatest resource, their human capital, SMEs would gain the strategic leverage to boost their competitiveness and sustain their business growth.

This HR Capability Package provides the framework to develop the capability of the SMEs to systematically manage six key HR areas:

  • manpower planning
  • recruitment and selection
  • compensation and benefits
  • performance management
  • learning and development
  • career management

The Package allows SMEs to gain an overview of managing the interrelated HR areas and provides practical guidelines, tools and templates. Aligned to the HR Workforce Skills Qualifications (HR WSQ) framework, the package aims to facilitate smooth adoption of good HR practices.

MATERIAL FAMILIARISATION TRAINING PROGRAMME FOR HR CAPABILITY PACKAGE

HCS conducts Materials Familiarisation Training (MFT) workshops to help SMEs familiarise themselves with the modules in the Package before they implement it.

After the MFT, you will
  • understand the framework and key guidelines on how to execute the HR activities and functions
  • acquire HR tools and templates that can be utilised immediately
  • learn how you can customise the toolkits and templates to meet your business needs

CONSULTANCY SERVICES FOR SMES & FUNDING FOR IMPLEMENTING HR CAPABILITY PACKAGE

SPRING is partnering HCS to provide consultancy services to help SMEs in the implementation of the HR systems and processes. Each consultancy project comprises the implementation of minimum 3 modules of the HR Capability Package.

The consultancy cost per module is $3,000. Companies taking up all 6 modules in one consultancy project will pay the total consultancy cost for only 5 modules i.e. $15,000 (instead of $18,000). Up to 50% the qualifying consultancy costs will be funded by SPRING under the BUILD (Business Upgrading Initiatives for Long-term Development) initiative.
