Eligibility:

The applicant must be a Singaporean or Singaporean PR
Diploma holders with at least 2 years HR managerial experience or minimum degree in any discipline

This WSQ Specialist Diploma in Human Capital Management (HR Development) will equip participants with knowledge in Talent Management, Resourcing and Organisational Development.

With a strong focus on HR Development, participants will learn how to integrate HR into business practices. Recommended for top executives, this diploma will empower senior managers and HR practitioners with insights on how they can implement, execute and measure HR functional effectiveness and better align HR functions with business strategies.

  • HR-TM-401E-0 Implement Talent Management Programmes
  • HR-TM-501E-0 Develop Strategies for Talent Management
  • HR-TM-502E-0 Develop a Framework and Strategies for Succession Management
  • HR-OD-402E-1 Develop and Implement Change Management Strategies and Plans
  • HR-OD-502E-1 Promote Innovation

A Statement of Attainment (SOA) will be awarded when the participant successfully completes a WSQ training module in a particular competency unit and is assessed to be competent.


The participant will also be awarded Certified HR Professional (Talent Management) upon successful completion of the following:

  • HR-TM-501E-0 Develop Strategies for Talent Management
  • HR-TM-502E-0 Develop a Framework and Strategies for Succession Management
  • HR-TM-401E-0 Implement Talent Management Programmes



1 In order to obtain a Level 5 WSQ Specialist Diploma in HCM (HR Development), an individual must complete 5 core and 5 electives.

  • All electives must be taken from HR WSQ
  • At least 3 electives must come from HR WSQ Level 5 and maximum of 2 may be from HR WSQ Level 4
  • Minimum of 4 HRD electives must be taken, of which at least 3 must come from level 5
